Frontier Nagaland Territorial Authority (FNTA) – UPSC Current Affairs

A historic agreement has been signed between the Government of India, Government of Nagaland and the Eastern Nagaland Peoples’ Organisation (ENPO) for the creation of the Frontier Nagaland Territorial Authority (FNTA).

About ENPO:
ENPO is the apex representative body of eight Naga tribes — Konyak, Sangtam, Chang, Khiamniungan, Yimkhiung, Tikhir, Phom and Sumi — inhabiting six eastern districts of Nagaland.

Key Features of FNTA:

  • Districts Covered: Tuensang, Mon, Kiphire, Longleng, Noklak and Shamator

  • Devolution of Powers: Transfer of authority over 46 subjects to FNTA

  • Administrative Structure: A Mini-Secretariat headed by an Additional Chief Secretary / Principal Secretary

  • Objective: Accelerated development through financial autonomy, administrative empowerment and local decision-making

Constitutional Aspect:
The FNTA does not dilute or alter Article 371(A), which provides special constitutional protection to Nagaland with respect to customary laws, land, and resources.

Significance:
FNTA marks a middle-path governance solution, addressing regional aspirations while preserving constitutional integrity and national unity.
